the twenty-two river counties. Historically, the Ohio River
and its tributaries have been one of the major waterways in the
United States. This river system has been instrumental in the
economic and industrial development of West Virginia, the Ohio River
Valley and the United States. The Ohio River Navigation System
provides a low-cost mode of transportation for bulk commodities of
industry, agriculture and commerce. Shippers and consumers
realize over $2.0 billion annually in transportation savings as a
result of using the waterways of this magnificent estuary
